BIR Eyes P3.23T Collection as More Filipinos File 2024 ITRs Online

More Taxpayers Turn to Online ITR Filing; BIR Optimistic About 2025 Revenue Goal 

MANILA — A growing number of taxpayers in the Philippines are choosing to file their Income Tax Returns (ITRs) online, according to the Bureau of Internal Revenue (BIR), as the agency targets a record-high P3.23 trillion revenue collection for 2025. 

During the final day of the income tax deadline on April 15, BIR Commissioner Romeo Lumagui Jr. noted the reduced crowd at the Revenue District Office (RDO) in Intramuros, Manila—an encouraging sign that electronic tax filing in the Philippines is becoming the preferred option for many. 

“Last year, we recorded around 1.63 million online filers. This year, we’ve already surpassed that by 2.2%,” Lumagui stated during a site visit in Quezon City. “These are only the online filers—we expect the numbers to grow further.” 

While manual filing of ITRs is still allowed for micro and small taxpayers, the BIR encouraged broader use of online tax filing platforms like eBIRForms and the Electronic Filing and Payment System (eFPS). BIR officers were present to help walk-in taxpayers navigate online filing and BIR tax payment options. 

Despite increased adoption, the BIR also received reports of email confirmation delays, often caused by spam filters or corporate email security settings. 

“Check your spam folders and email settings,” Lumagui advised. “Sometimes confirmation emails get blocked. If you didn’t receive one, take a screenshot as proof of filing—or consider refiling.” 

Why the Push Toward Online ITR Filing? 

The BIR’s digital push is part of a broader strategy to modernize the tax system and improve taxpayer compliance. The agency is banking on increased use of online tax platforms to streamline processes, reduce delays, and boost revenue collections. 

In 2024, the BIR collected P2.85 trillion, exceeding its quarterly targets. This momentum continues into 2025, with Lumagui confident the agency will meet or exceed its P3.23 trillion tax revenue target. 

“With the dedication of BIR personnel and the support of compliant taxpayers, we’re optimistic about hitting our 2025 target,” Lumagui added.
