The Bureau of Internal Revenue (BIR) launched the Tax Compliance Verification Drive (TCVD) from February 10 to 14, 2025, in line with the Tax Awareness Month. The goal of this drive is to educate businesses and taxpayers on their tax obligations and common compliance issues.
Unlike previous compliance checks, no penalties or fines will be imposed during this period. Instead, the focus is on raising awareness, addressing issues, and encouraging voluntary compliance.
The primary purpose of the TCVD is to promote voluntary compliance and improve taxpayer education. The BIR aims to help businesses and taxpayers understand their responsibilities, resolve tax issues, and stay compliant with existing laws.
In the statement made by Commissioner Lumagui, he emphasized:
“We are here to educate our taxpayers, not to penalize them. Education leads to compliance. Improved services lead to compliance.”
By offering guidance instead of penalties, the BIR seeks to build stronger relationships with businesses, encouraging a more cooperative approach to tax compliance.
Key Highlights:
While the TCVD doesn’t introduce new tax rules, there are significant shifts in how compliance is being handled:
- Education Over Penalties: In the statement said by the Commissioner, it was emphasized that no penalties will be imposed. Instead, the BIR will provide guidance and support to help businesses and taxpayers meet compliance requirements.
- Nationwide Coverage: The BIR reported that over 24,000 businesses were visited on the first day of the drive, spanning Luzon, Visayas, and Mindanao.
- Common Issues Addressed: The BIR identified the most frequent compliance problems as:
- Operating without official business registration
- Lack of books of accounts at business locations
- Failure to display the Certificate of Registration (COR)
- Non-compliance with the Ease of Paying Taxes Act, such as not converting official receipts into sales or service invoices
What Should Businesses and Taxpayers Do Next?
If your business is visited during the TCVD or if you want to proactively ensure compliance, here’s what you can do:
- Check Your Business Registration: Make sure your business is properly registered with the BIR.
- Review of Your Books of Accounts: Ensure your accounting records are complete and updated at your place of business.
- Display Your Certificate of Registration: This is a legal requirement and should be visible in your establishment.
- Update Your Receipts and Invoices: Make sure your documents comply with the Ease of Paying Taxes Act (EOPT) law by using the correct sales or service invoices.
If the BIR identifies any issues, they will guide you on how to fix them without immediate penalties. This is a chance to ask questions, clarify tax concerns, and improve your compliance.
