BIR Launches VAT Portal for Netflix, Google, and Other Foreign Digital Providers

A Step Toward Digital Tax Compliance in the Philippines 

The Bureau of Internal Revenue (BIR) recently launched an online system that allows nonresident digital service providers (NRDSPs) to register, update records, and file their value-added tax (VAT) obligations remotely. 

This new platform, called the VAT on Digital Services (VDS) Portal, was created to improve tax collection from international digital platforms that cater to users in the Philippines. 

What Is the BIR VDS Portal? 

The VDS Portal is a dedicated online platform designed to help NRDSPs comply with Philippine tax regulations. Through this portal, foreign providers can: 

  • Register and obtain a Philippine Taxpayer Identification Number (TIN) 
  • Submit VAT returns 
  • Pay taxes online 
  • Update their information anytime, from anywhere in the world 

According to the BIR, this digital tool simplifies the VAT compliance process for businesses without a local office in the Philippines but who offer digital services to Filipino consumers. 

Who Is Covered by This Policy? 

The VAT requirement applies to all foreign digital platforms providing services that are consumed in the Philippines, including: 

  • Streaming services (e.g., Netflix, Spotify) 
  • E-marketplaces (e.g., Amazon, eBay, Agoda) 
  • Online advertisers (e.g., Facebook, TikTok) 
  • Search engines (e.g., Google, Yahoo) 
  • Cloud services (e.g., IBM Cloud, Alibaba Cloud) 
  • Design and digital platforms (e.g., Canva) 

Whether you’re selling subscriptions, digital goods, or ad placements, your platform must now comply with VAT registration and payment requirements under Philippine law. 

How to Register on the VDS Portal 

For unregistered NRDSPs, here’s how to begin: 

  1. Obtain a TIN via the Online Registration and Update System (ORUS) 
  2. Prepare the following documents: 
    • Government-issued certificate from the provider’s country of incorporation 
    • Certificate of tax residency 
    1. Register on the VDS Portal to file and pay VAT 

    A downloadable user guide is available on both the VDS Portal and ORUS websites to assist foreign providers with the process. 

    When Are the VAT Deadlines? 

    The VAT filing and payment deadline is 25 days after the close of each taxable quarter.  

    Why This Matters 

    With the rapid growth of the digital economy, this move ensures that foreign platforms contribute fairly to Philippine tax revenues. The initiative also provides a clear process for compliance, avoiding confusion or legal risks for foreign service providers. 

    As per BIR Commissioner Romeo Lumagui Jr., the launch of the portal was aimed at making registration, VAT filing, and tax payment easier for foreign providers, regardless of where they are located.
