Mendoza described the estimate as “conservative” due to slowed government spending triggered by the flood control corruption controversy, which affected economic activity and tax receipts in the third quarter. 

“We have 6 to 7 weeks left. This is urgent. It is nonnegotiable to maximize collection,” Mendoza said in an interview. 

Despite challenges, he expressed confidence that collections may still exceed ₱3.1 trillion and potentially reach ₱3.2 trillion. 

Commissioner Mendoza’s Priorities for 2025: Efficient and Fair Revenue Collection 

1. Intensified Collection Efforts Nationwide 

Immediately after assuming office, Mendoza issued directives to all regional directors and revenue district officers to: 

  • fast-track pending assessments 
  • enforce timely collection 
  • increase monitoring of non-compliant taxpayers 
  • maximize tax recovery in the remaining weeks of 2025 

His message was clear: Tax collection is urgent and non-negotiable. 

2. Stronger Digitalization and Service-Oriented Tax Administration 

Mendoza emphasized the continuation of digital initiatives to support higher efficiency and transparency: 

  • expansion of eBIRForms utilization 
  • broader ORUS adoption 
  • ongoing enhancement of e-invoicing systems 
  • faster online taxpayer services 

These initiatives aim to reduce delays, prevent leakages, and improve nationwide compliance. 

3. Comprehensive Review of All Tax Types 

Mendoza ordered a review of every major tax category, including: 

  • Income Tax 
  • Value-Added Tax (VAT) 
  • Percentage Tax 
  • Excise Tax 
  • Withholding Taxes 

The goal: Identify gaps, enforce consistency, and explore improvements to strengthen revenue performance. 

How Far Is the BIR From Its Target? 

Data from the Bureau of the Treasury (BTr) shows: 

  • ₱2.32 trillion collected from January to September 2025 
  • This is 72.5% of the ₱3.2 trillion target for the year 

The Development Budget Coordination Committee (DBCC) is expected to reassess annual revenue goals as part of its review of targets through 2026.
